- Sauté onions and garlic: In a large skillet over medium heat, warm the olive oil. Add the chopped yellow onion and cook until softened, about 3 minutes. Stir in the minced garlic and cook for an additional 30 seconds until fragrant.
- Cook the ground beef: Add the ground beef to the skillet and cook until browned, breaking it apart as it cooks. Once browned, drain any excess fat to keep the casserole from becoming greasy.
- Combine meat mixture: Stir in the canned chili, sliced hot dogs, chili powder, cumin, salt, and black pepper. Allow the mixture to simmer gently for 5 minutes so the flavors meld together.
- Assemble casserole: Pour the beef and hot dog mixture evenly into the prepared baking dish. Cut each refrigerated biscuit in half and arrange the pieces evenly over the meat mixture. Sprinkle shredded cheddar cheese on top to form a cheesy crust.
